Exploring Results from NAVAIR-Industry Summit

Review the results of the NAVAIR-Industry Summit conducted in October 2016 and share the different perspectives on key competitive source selection challenges. Examine the differing industry and government perspectives, with a focus on how we can improve the touch points between the two sides. Discussion to follow, about (1) Exchanges with Industry before proposal receipt, exploring such challenges as access to early acquisition information/requirements, maintaining free and open communications until release of the final RFP and obtaining/providing status throughout the RFP development period; (2) Value Adjusted Total Evaluated Price (VATEP) Tradeoff, and (3) Debriefs and Protests.

Alan Goldberg

Alan Goldberg has served in the engineering and acquisition fields with NAVAIR since January 1977, being the Source Selection Office Director since 2000. He graduated from Polytech Inst of Brooklyn with B.S. in Aero Engineering and from USC with a M.S. in Systems Management. Honors include: OSD Award for Excellence, APMP Fellows Award, Dept of Navy Meritorious Civilian Service, OSD Medal for Exceptional Civilian Service, and the Dept of Navy Competition and Procurement Excellence Award.

Jay Herther is Vice President of Business Winning, Electronics Systems Sector at BAE Systems in Nashua, NH. He is a growth Leader with over 25 years of experience leading large capture and proposal teams for DoD programs. Mr. Herther has Masters degrees in Aero Engineering and Management and B.S. in Electrical Engineering. He is a certified APMP Professional, received the APMP "Insight" Award and APMP Fellow Award. Author of 13 APMP articles and active participant on the APMP PIC.

Jim Stanford
Deputy Director, Source Selection Office
NAVAIR

Jim Stanford has over 27 years of engineering and acquisition experience, the past 16 years in the NAVAIR Source Selection Office as Deputy Director. Experience includes system safety engineer, lead class desk engineer, and vast source selection experience including technical team lead, SSAC advisor, and SSEB Chair. Holds a B.S. in Aero Engineering, DAWIA Level 3 certified in Systems Engineering and T&E, and is a Senior Executive Management Development Program graduate.
