Charter Guidelines & Code of Ethics
Introduction

A key objective of the Association of Proposal Management Professionals (APMP) is to foster the chartering of APMP chapters. We recognize that developing a chapter structure is essential to the growth of APMP, as a chapter offers our membership the following significant benefits:

  • Networking focus into the immediate needs of the chapter membership
  • An available forum for presentation of proposal-related issues
  • A working environment to further the objectives of APMP
  • Develop relationships among special interest groups of proposal professionals, e.g. graphic artists

Key issues concerning APMP chapter formation are:

A.1. Chapter affiliation: APMP membership is only through the international association. Any member in good standing may affiliate with a specific APMP chartered chapter. All APMP membership dues will be paid to the international association. The chapter will, however, accrue fiscal benefits from membership affiliation as follows:

A.1.a. Upon successfully petitioning for a chapter charter (see section B below), the international association will provide a one-time stipend of US$500 to the chapter to assist in the startup of chapter activities. Should the chapter have its charter revoked for the reasons cited in Section C, the unused portion of these funds will be returned to the international association.

A.1.b. APMP will return to the chapter 24% of the annual membership dues for each member in the APMP membership database that has designated affiliation with the chapter. Funds are payable quarterly after submission of a quarterly chapter activity and financial report. Unused funds are to be reimbursed to the international association should a chapter charter be revoked.

A.1.c. APMP is not a profit making entity, nor will any chartered APMP chapter endeavor to make a profit from its activities. All funds accrued by the chapter will be applied to current and future chapter functions to the benefit of the members affiliated with the chapter.

A.1.d. The chapters may not charge membership dues. They may charge a fee for meetings, workshops, and other chapter activities to defray the costs of these activities, and/or to provide earnest funds for future activities.

A.2. Ensuring the viability of a chapter: The chapter incorporation bylaws listed below specify those requirements and activities deemed necessary for a chapter to maintain continuous successful operation. This includes a minimum number of members, chapter officers, minimum number of meetings per year, hosting of workshops and symposia, chapter documentation and reports, and fiscal requirements. Failure of a chapter to meet these requirements could result in the inability of the chapter to function as an operating entity, and could be the basis for charter revocation, per section C.

APMP requires that prior to actual chapter charter application, that the potential chapter establish and hold pre-charter meetings to determine level of interest, willingness of candidate board members to volunteer, ability to attract and retain members, corporate sponsors, review lessons learned, and other success criteria.

A.3. Maintaining oversight of the chapter by the APMP Board of Directors (BoD): The chapter must govern itself within a framework established by the APMP BoD through the bylaws to ensure that each chapter meets the legal, ethical and performance standards of the association. The APMP BoD will monitor and, if necessary, control the activities of the chapters to ensure legal, ethical, and viable operation of each chapter.

A.4. Correspondence/Communication with International Office: In addition to year end reports required in section B., chapters are required to correspond with the international association to announce meetings or activities for publication in the APMP Perspective or on the APMP website; and other applicable contact information.

A.5 Use of APMP Logo: APMP is a registered trademark and as such there are specifics governing its use. Chapters who wish to use APMP or Association of Proposal Management Professionals in their logos should use the registered trademark without alteration. Electronic copies are available upon request through the international association. New chapters should submit a copy of their proposed logo to their Regional Director for APMP BoD approval.
