 A view from behind the customer’s scenes on a major rail procurement

Matthew Crosse was the Project Director at the Department for Transport for the recent £3bn East Coast franchise procurement. Under a new process developed by Matthew and his team the project was awarded to a Stagecoach/Virgin joint venture. The new services started in March and will deliver increased revenues to the taxpayer with many future passenger benefits and innovations. Matthew’s talk will cover: 

  • The background to the procurement, which presented new challenges and pressures for the team
  • How the specifications and ITT were developed to ensure value for money for the taxpayer and the best services for passengers
  • The prequalification phase and soliciting and maintaining the interest of the market
  • The robust process for the evaluation of the tenders and how approvals, governance and assurance requirements were met
  • The planning, scheduling and team management to ensure it was delivered on time.

And there will also be useful tips for writing effective proposals for major public sector procurements.

Our Speaker: Matthew Crosse

Matthew Crosse has managed major projects and led successful bids and government procurements for a wide range of complex rail contracts, including light and heavy rail concessions and public private partnerships. His clients include major systems firms and civils contractors, operators, banks, sponsors and public sector organisations. 

Matthew has held a number of senior corporate roles, has sat on a company boards and currently runs Strategic Lines Limited.
