APMP Announces Procurement Improvement Initiative to
Provide Expert Industry RFP/Procurement Education to Government

Washington, DC, December 5, 2013 — Citing a pent-up demand to improve communication at every level of the RFP and procurement process, members of APMP®, the association for proposal bid, capture, business development, and graphics professionals, announced yesterday the formation of a new educational initiative to work with governments, their agencies, and staff to create unprecedented efficiencies.

APMP laid out a plan before 125 senior-level business development executives at its Capture and Business Development Executive’s Conference December 4, 2013 at the Hilton McLean Tysons Corner, to form the APMP Procurement Improvement Committee – a volunteer group of APMP members who will champion better communication between industry and government at every step of the RFP-to-proposal lifecycle.

"Communications between industry and the government before, during, and after the RFP and proposal process is at an all-time low,” said Rick Harris, Executive Director, APMP. "Through the Procurement Improvement Committee, we will reach out to government professionals as a 5,300-member organization to work together to improve it.”

APMP’s Procurement Improvement Committee is chaired by Robert Lohfeld, President of Lohfeld Consulting Group and a 30-year procurement veteran formerly with contracting giant Lockheed Martin.

"One of the first things APMP’s Procurement Improvement Committee wants to do is to educate government that the release date of an RFP doesn’t have to be a national secret,” said Mr. Lohfeld. "Tell us when it is coming and make it realistic so industry can apply resources and government will get a tremendous proposal every time.”

Key targeted accomplishments identified by APMP’s Procurement Improvement Committee include:

  1. Providing better communications during the entire procurement process at all levels between government and industry.
  2. Learning government and industry’s challenges through a collaborative and constructive dialogue.
  3. Offering simple and creative ways government can involve industry in the RFP process early to consistently get better proposals.
  4. Working together to create efficiencies inside an RFP that will save the government money.
  5. Learning how industry can become a true partner to government.

Mr. Harris said that APMP members will no longer complain about the process, but instead, roll up their sleeves alongside their government counterparts to accomplish meaningful results and save money. "There are few people in the world who know where the redundancies and waste exist in an RFP like members from our industry,” he said. 

Mr. Lohfeld told the audience that the APMP procurement improvement initiative is not about procurement reform, but about better communication and education. "All the high-level tools are there to make it happen,” said Mr. Lohfeld. "As an industry, we must stand together and contribute industry education to the contracting and procurement officers and committee people on Capitol Hill. We’ve got to get into the trenches with the people in government who are making decisions on procurement daily,” he said.

APMP invites senior capture, bid, and proposal professionals to be on the Procurement Improvement Committee by applying electronically here. The final committee is expected to be selected and have its first meeting in January 2014 and meet with government contracting professionals by February 2014.
