APMP Reviews Procurement Survey Results and
Industry Procurement Gaps Identified
Washington, DC, January 22, 2015 – The Association of Proposal Management Professionals® (APMP®) presented its first webinar of 2015 called Closing the Procurement Gap: An Analysis of
APMP’s study. The webinar was
produced by APMP’s Procurement
Improvement Committee (PIC), and was presented by Kristin
Dufrene, CPP APMP Fellow, Vice President of Proposal Development, Engility
Corporation and Chair of the APMP PIC Committee.
One-hundred-fifty APMP members who share a federal focus viewed, asked
questions and reviewed the survey results during the webinar. Ms. Dufrene
provided an overview and analysis of feedback APMP received through a procurement process survey answered by 350 industry procurement professionals and 150 government
procurement and acquisition executives. APMP members can access the webinar here.
Attendees reviewed specific findings from the survey,
- Best ways to improve industry and government
- Building more collaborative relationships
between government and industry.
- Implementing the appropriate source
- Reducing lowest price technically
acceptable (LPTA) bids and industry protests.
The APMP PIC was developed as a forum for U.S. government
procurement and acquisition professionals and industry professionals to work
collaboratively to improve the efficiency and effectiveness of federal
procurement. The clear goal is to focus on improvement, rather than reform.
"The survey results show where the communication and the
day-to-day cracks are,” said Rick Harris, Executive Director, APMP. "It also shows
how we, as an industry, can create a road map on how to break through those
challenges and initiate improvement.”
The webinar attendees asked Ms. Dufrene direct questions about
how the survey findings will lead government and industry to work together in
the future and recommended resources to follow industry program developments.
She explained that, as a result of the APMP
PIC Closing the Procurement Gap Survey, select APMP staff and members were
invited last week to meet with Anne Rung, Administrator of the Office of
Federal Procurement Policy (OFPP).
"We met with seven OFPP staff who had thoroughly reviewed
the APMP survey report. They asked us questions, advice and specific ways we
thought U.S. Federal acquisition and procurement can be improved,” said Ms.
Dufrene. "Those talks have already lead to APMP becoming a resource to OFPP on
proposal and bid matters, which is a great thing for all APMP members.”
Kristin Dufrene, the presenter, has 25 years of federal
acquisition experience and has been a member of APMP since 1995. She served as
the Chair of the Government-Industry Task Force for six years and has been
selected to present at numerous APMP international conferences and the National
Capital Area Chapter’s "Professional Day.”
