How to Reduce Protests

Washington, DC, April 6, 2015APMP® released its first federally-focused white paper in 2015 called Can Protests Be Reduced?. It was produced by APMP’s Procurement Improvement Committee and gives recommendations on ways Government and Industry can better collaborate to reduce the number of bid protests.

"We’ve created a series of federally-focused white papers for APMP members who produce government proposals,” said Rick Harris, Executive Director, APMP. "Each month APMP will release a new PIC white paper.”

The increased number of protests indicates a systemic issue. For example, Industry incumbents may protest as a strategy to delay a contract and keep staff working longer or to increase the probability of agency action. Industry believes that improving the quality of government debriefs will also deliver a better understanding of why an organization lost a bid and will, therefore, reduce the number of protests.

Protests are increasingly common responses to major competitive awards. The Government often anticipates protests in their procurement timeline, which comes at a price to those who need the proposed solutions. The recommendations in the APMP Can Protests Be Reduced? white paper are designed to reduce ambiguities and improve consistency in the procurement process.
