A Scientific Approach to Lowering Proposal Costs

Does your organization seem to spend too much on proposals?  In looking for a way to lower B&P costs by improving efficiency, an analysis of expenditures didn't lead to any obvious conclusions - the data was just too varied. To understand the problem and solve it quickly, Lean Six-Sigma methodology was applied. During two half-day sessions, proposal stakeholders detailed and validated the proposal processes and recommended improvements. This presentation describes the analytical process followed, and it identifies some root causes of B&P inefficiency and provides suggestions to improve the efficiency of your proposal processes.

Jim Olson, CF APMP,  has been working in the defense communications industry for more than 30 years. He has held roles in system engineering, production, program management and proposal development. In his current position, Jim oversees development of all proposals within Northrop Grumman’s Communications Division. He is also responsible for standardization of proposal processes and continuous process improvement to make more effective use of precious B&P resources.
