By examining one organization's mature KM program and another company's revamping of theirs, we'll learn how to increase productivity, promote collaboration, generate innovative ideas, and preserve institutional knowledge. Whether you are just starting out, starting over, or trying to survive, we'll discuss the culture change necessary to remain competitive and excel against the competition and avoid the loss of institutional knowledge due to employee turnover. Gillian Dionne, CP APMP
Director of Proposals
General Dynamics Information Technology

Gillian manages information systems that support capture and proposal management for General Dynamics IT. She is active in APMP, serving on the International Board of Directors for 2015-2016 and has served as a proposal certification mentor. Gillian is a certified knowledge manager (CKM), and is working on the Certified Information Professional (CIP) and Enterprise Content Management (ECM) certifications through AIIM. She holds an M.S. in Information Systems and B.A. in Journalism.


Robin Beieler
Knowledge Manager

Robin Beieler has 20 years' experience that includes developing efficient and effective proposal tools and writing, managing and developing proposal content. At CACI, she assists with the organization, migration and maintenance of proposal content, artifacts, and tools into a new BD portal. At L-3 National Security Solutions, she managed and developed proposal content and tools. As Knowledge Content Manager at MAXIMUS, she maintained databases supporting business and proposal development efforts.

Betsy Blakney, CPP APMP Fellow
Director of Proposal Management

Betsy Blakney, CPP APMP Fellow, is a director of proposal management at CACI where she manages content for the corporate business development portal as a certified knowledge manager (CKM). With over 20 years' proposal management, development, and training experience, she oversees the business development training curriculum and facilitates proposal writing, capture and recompete courses.
