Presenter Bio

As a government official, Dr. Jim Hiles oversaw the award of more than $20B in contracts. Specializing in competitive source selections, he architected the enterprise-wide rollout of one of today’s most successful contracts: Seaport-e. Jim subsequently led business development teams to win over $10B in prime contract awards. As featured in Federal Computer Week, Jim’s teaching and publications help illustrate things in a new light. Recent works include Winning with Past Performance: Strategies for Industry and Government, Federal Contracting: 13 Steps to Increase Your CPARS Ratings and Hidden Variety: Competitor Analysis in the Government Contracting Market. Jim holds a B.S. in Business from The New School, an M.S. in Acquisition and Finance from The Naval Postgraduate School, and an Ed.D. in Human and Organizational Learning from The George Washington University.
