This session investigates the fusion of typically distinct Bid Manager, Proposal Writer and Content Specialist roles to create the "Proposal Chimera". We will explore the hybrid structure, service, and people of our team, and how this hybrid approach is bound together by a central core of a shared philosophy. Presented from the perspective of the team leader and team members, we will share our experience of building an international proposal centre, flexible service models and the genetic blueprint for assembling a proposal team that is more than the sum of its parts. We believe the strength of our team is in the blend of its individual members, so we will dissect the diverse experience, style, background and personalities of the team, delving progressively deeper into the DNA of a successful, hybrid proposal centre.

Tracy Warren
Director, Proposal Development
Change Healthcare

Tracy Warren is the director of the Enterprise RFP and Proposal Management team for Change Healthcare. For 11 years, she worked for McKesson Health Solutions where she built the proposal team, processes and infrastructure to support many lines of business, including many acquisitions. In her new role, she has primary responsibility for aligning the proposal operations from the two legacy businesses that form the new Change Healthcare. Previously, Tracy led proposal teams in a variety of markets including public safety, and worked with new and growing companies to develop. She is particularly interested in process development and improvement, in the use of RFP-unique insights as a source of market intelligence, and in the recognition of proposal development as a mission-critical profession. Tracy has a BA in English from Salem State College, Salem MA, and a MA in Professional Writing from UMass-Dartmouth.

Margaret Klein
Senior Manager, Proposals

Margaret Klein is the Senior Proposal Manager at Change Healthcare. Prior to the merger with Change Healthcare, she was responsible for providing proposal management, project management, writing and editing expertise for McKesson Health Solutions. In FY17, she oversaw the delivery over 195 compliant, professional produced proposals within customer defined timeframes. Her experience include 28+ years of healthcare experience and 13 years of proposal management at a Fortune 500 company. Margaret has extensive experience in leading diverse teams, project management and strategic planning. Margaret holds a BS in Biology from Syracuse University and a Master’s in Health Administration from Tulane University.

Lou De Frisco
Business Information Security Officer, Software & Analytics
Change Healthcare

Lou De Frisco is the Business Information Security Officer for the Software and Analytics business unit at Change Healthcare. Prior to the merger with Change Healthcare, Lou had been leading the information security and risk management program for over 7 years at McKesson. Before joining McKesson, he spent 14 years at Pfizer in multiple IT leadership roles. Lou earned a MBA with concentrations in marketing /entrepreneurship from Columbia University,. He holds a BS in Computer Science from Long Island University and is a Certified Information Security Professional (CISSP).

Tom Garrubba
Senior Director, Shared Assessments
Santa Fe Group

Tom Garrubba (CISA, CRISC, CIPT, CTPRP) Senior Director at Shared Assessments, is an internationally recognized subject matter expert, lecturer, author, and blogger on third party risk, and is the head instructor for the Certified Third Party Risk Professional (CTPRP) program. He is an active blogger for the Huffington Post on business risk, and also blogged for various industry websites including Government Health IT and ISACA. Previously, Tom was Senior Privacy Manager at CVS Health where he instituted and managed their third party assessments program. Tom has nearly 20 years of experience in IT security, privacy, audit, and compliance serving various industries and public consulting.
